BACKGROUND

The Division of Keralaipattu North as called Vaharai Divisional Secretariat occupies northern part of the Batticaloa District. Which is located in the Batticaloa District is bounded by the Verugal Arua and the Trincomalee District in the North, Polonnaruwa District in the West, Keralaipattu Central Division in the South and the Sea of the Bay of Bengal in the East. With regard to the population, Vaharai Division has 7820 families living with a total population of 25344 persons. The Keralaipattu North Divisional Secretariat covers an area of around 550square kilometers or about 20.89% of the total land area of the Batticaloa District. It has a total land area of approximately 43.9 square kilometers including of Inland waters.

Vaharai division in Batticaloa District has been historically rural and poor developed area. The poor are caused the mainly victims of conflicts. It suffered a conflict of more than three decades. The Batticaloa district in specially Vaharai has been greatly affected by the civil conflict and also lately by the 2004 Boxing Tsunami Disaster. These tragic disasters contributed to loss of life, massive displacement and/or migration of people, damage to natural as well as man-made resources and infrastructure, loss of livelihoods and disruption of public services.

The Keralaipattu North Divisional Secretariat as crucially important and acting vital role played at the remote area, delivered service to public, maintains records and division administration instruments. In order to ensure interdepartmental coordination , ensure that vital service gathering center to civil society and only available service center for communities in this area.

The economy of the division has the potential to diversify, to increase the unit value of its products, and to achieve high growth. Much of this potential will be above based on the division rich endowment of natural resources and the opportunities for economic advancement that present in today.
